Bernier's tenure was 'brief and undistinguished:' historian

OTTAWA - He was a rising political star in a province that held the key to any hope of the Conservatives forming a majority government.

Now, Maxime Bernier, the debonair Beauce, Que., foreign affairs minister, has become the biggest political bomb to explode during Prime Minister Stephen Harper's two, carefully managed years as a minority government leader where managing the message and controlling damage were daily mantras.

Harper tried to play down the circumstances of Bernier's resignation. He stressed that it had nothing to do with Bernier's controversial ex-girlfriend, Julie Couillard, who has been linked to Quebec organized crime figures.
