Green Plan policy for environment or tax reform?

Liberal leader Stéphane Dion is hitting the barbecue circuit this summer, selling his Green Shift plan and daring the Conservative government to call a fall election on his promise to implement a carbon tax.

Never mind that barbecuers across the country will feel the pain from higher taxes on propane. Dion is convinced he has got a winning issue here, and maybe he's right.

The environment does seem to be a top-of-mind concern among Canadian voters.
